I have a United flight from Toronto to Newark, UA3435, arriving in Terminal C of the EWR airport. I understand there is a pre-clearance facility in Toronto so I would be arriving as a domestic passenger.

I believe that should read "from C to B". There is no B to C bus airside or not, but that should be irrelevant here.
