AA then said "yes both legs are upgradeable and the add collect would be $183". I said are you sure that's to CE and CW and they said no it's to PE. No, but to be honest what you were trying to do (change routing, upfare to PE, then a SWU upgrade to J, on a BA metal flight no less) is just WAY too much to try to accomplish via X or chat etc.
Just call the EXP desk, I'd first ask them to confirm if there would be upgrade space available in business on the LGW-TPA segment.
If they say yes, then go down the path of processing the change and upfare to PE, and eventually grabbing the upgrade with SWU.
If they say no, then that's just another example of BA award space showing at aa.com but AA agents not being able to see/confirm it using SWU's.
