Correct. Different airlines may or may not choose to operate their systems differently. I did not say it was a technical limitation, but merely explained the technicalities of why you get what you get when you choose to upgrade with avios on QR. It is a long standing policy choice by them, you get what you actually paid for with your ticket, which many QRPC members will already be aware of.

Only if you pay the fare difference to reticket into the higher fare basis, not if you buy a promotional upgrade. So yes, in that respect eveyone, member or not, can choose to buy a premium ticket.
You are free to rant about it of course but it's nothing new. If it does not suit you, your ire may be more productively directed towards your employer to change their travel policy.
In the meantime, if you are a regular flyer, you will have access to the silver, gold and platinum lounges anyway courtesy of your oneworld status, even if travelling on a points or promotional upgrade, or a (P) ticket.
