It was pre CV19, but AF/VA (Australia) had eticket interline, but not bags. You could show up to SYD to checkin, get BP but not have bags tagged all the way. (What was even weirder, KLM did have bag interline)
These are rare outliers and have to be clearly explained during ticket purchase. Could be also check in agent mistake. If such connection occurs in 3rd country where passenger does not have right to enter, he/she will be denied boarding on such ticket and it’s an easy case for small claims court to win compensation from the airline.
