I think all Hawaiian Miles members (regardless of status) only have to pay $15 for baggage on inter-island flights....since the OP was connecting to a mainline flight, maybe that's the reason for the $40. If you want your elite status to be recognized, the moral of the story is to book through the airline you are actually flying AND don't book mixed HA/AS itineraries....annoying but it's the reality we are in right now.
