Just to point out airlines can have ticket interline, but not baggage. They're separate things.

It was pre CV19, but AF/VA (Australia) had eticket interline, but not bags. You could show up to SYD to checkin, get BP but not have bags tagged all the way. (What was even weirder, KLM did have bag interline)

I had booked an award using Skymiles SYD-JNB. (SYD-BNE-TPE-CDG-JNB) I got all BP, but agent could only tag bags to TPE. Luckily CI was as usual very helpful. They retagged upon me asking at BNE. (I had longer connection at BNE than at TPE, so made more sense to ask there)
