I think we are talking of different things here. I know that on my statement closing all the miles post to my sky miles account.

I'm talking about when you either log onto the AMEX webpage or AMEX app if you click on ANY transaction made within 5 days it will show how many Delta sky miles your purchase give you as seen in my picture above where I received 20 miles for a $19.68 charge to Uber eats.

The last time it updated for me was on January 8th and I have made many purchases since then including Delta flight and the miles are not showing on either the website or app. So my best guess is AMEX is having the issues.
