Extremely high pricing for a one-way domestic award on JAL using AS

I have noticed this for a long time, but now it is beginning to be a little frusturating, especially as I cannot find a reason for it, so I am hoping someone here can help
My problem lies in booking JAL flights using AS. Specifically Hokkaido Air Systems (HAC). Here are the tested conditions and results
OKD - HKD (or any other direct destination using HAC)
7.5k miles
MMB - (OKD) - HKD with a connection in OKD, booked as a one way (or any other indirect destination only using HAC)
7.5k miles
Here is where the frusturation comes in - bookings that combine HAC and JAL
OKD - (AXT) - HND with a connection in AXT, booked as a one way with the carriers being HAC and JAL (or any other indirect destination using HAC + another JAL sub-airline or JAL itself)
65k miles
For example OKD - (AOJ) - ITM also prices at 65k miles, with the carries being HAC and J-Air.
Booking the 65k mile itineraries as two one ways prices as 7.5k miles each.
Why is this? Why does it price this way?
At first I assumed there were rules, such as pricing within the same carrier maintains AS chart pricing, as shown by MMB - (OKD) - HKD, but this is disproved by ITM - (HNA) - CTS which prices as 65k miles, despite both flights being J-Air
There is also evidence for different JAL carriers being priced as 7.5k miles, further obfuscating any apparent logic, as shown by KMQ - (HND) - OBO with carriers being Japan Transocean Air and JAL or HND - (KOJ) - TKN with carriers being JAL and J-Air
I thought it might be due to HAC being a "recent" addition to Oneworld, but J-Air was a already a Oneworld affiliate and has similar problems
The more I search the more insane I become. GAJ - (HND) - MMY with carriers J-Air and Japan Transocean Air... 25k miles
To clarify, I ensured these were all economy bookings.
In short I am completely at a loss and would like to understand the system better. Also is there any precedent for contacting JAL or AS to figure it out? I tried with AS but the representatives all the way to supervisor level do not understand the awards very well
