I agree it would be useful to see a semi official source on this because, not only is 130 a lot cheaper than 1300 (assuming US passport or similar other countries with similar reciprocity), doing HK-Shekou-MO-HK (which 889 recently showed us is actually possible) would set you back 300-500 in transport costs and obviously suck up quite a bit more time.

That having been said, you can presumably wait until you get to Shekou to see if VOA is still discounted, and, if not, try TWOV instead.
