UA’s visa requirements state

"Yellow Fever Vaccination Requirements - Conditional
You must have a yellow fever certificate issued at least 10 days before arrival if you travel to the following departments: Beni, Pando, and Santa Cruz (except the provinces of Andres Ibanez, Florida and Warnes); and 
- designated areas in the following departments: Chuquisaca, Cochabamba, La Paz and Tarija."

As far as I understand it Santa Cruz de la Sierra is located within Andrés Ibáñez.
