I believe they installed a new (possibly temporary) road or road detour that again provides enough capacity for rideshares and taxis along with passenger pickup in the same place. I was picked up in front twice in the last week. It can be a bit crowded, but no worse than it was prior to the construction and they seem to be doing a slightly better job making drivers move and not wait. Note that some "advertisements" (baggage claim, etc.) around the terminal still have out of date information and mention the shuttle, but the airport web site no longer mentions the remote lot for Terminal 4.
