Lots of people didn’t receive the buy up offer. IHG had a number of offers last year and it appeared that if you partook in any those then the buy up didn’t appear for you. I didn’t get the double qualifying nights offer last year but I didn’t get another one.
I didn’t receive an email yet when I followed the “buy points” link in my account I was offered the 100% bonus.

I was excluded from the Diamond offer and I didn't partake in any offers in 2024 because I received... zero.
In IHG since 2016 and was Diamond from 2022 and have never received any targeted offers that would help achieve or maintain status (eg stay 10 nights, get 2x EQN, buy EQP).
And it's not due to declining marketing comms in settings etc, as Diamond desk confirmed that my settings enabled offers to be sent (and I got all the same points bonus promos that everyone got).
I actually rang IHG just to double check my status for the EQP offer and she told me specifically that I was excluded
