Does the $12.50 partner award booking fee rollover if you change a ticketed award to a flight involving another partner?

It did when changing to another flight with the same partner as originally booked, but I want to change it again to another partner flight, but the website is erroring out when I try to do that so it looks like I have to call in, and I want to know what I should expect related to this fee.
