For instance SFO lounge is relatively easily available for any Delta Elite Plus flyer but at the same time, if you can pick between Delta SkyClub and AF Lounge, you'd always pick Delta SkyClub (note that at SFO, AF lounge has a separate part that's only for J flyers, others have to go upstairs).

That strongly suggests that DL STE+ will not have access on domestic itineraries anywhere in the alliance: there's effectively a sub-alliance of ST ex-DL/AR that grants reciprocal domestic lounge access (which presumably means SkyClubs will not participate, either).
I seem to recall that STE+ did grant domestic lounge access, back when DL Gold and FB Gold (if you had a US address) were only STE: my understanding was that those tiers/situations became STE+ when the domestic restriction came in (and DL introduced Diamond).
