Answering my own question a little, the "earlier flight disruption" section of APPR says subsequent delay or cancellation that's directly attributable to an earlier issue outside their control, is also outside their control, "if that carrier took all reasonable measures to mitigate the impact of the earlier flight delay or cancellation." So I guess I probably don't have much hope, depending on what "reasonable" means.
If it's literally the inbound, on a short turn, I don't think you have much chance.
I start to question it when it was a flight on that aircraft 72 hours ago, and they haven't been able to make up for the 6 hour delay in 3 days.
