This still does not look like a skyteam-wide policy, it sounds like (from reading the english translation) that this is only for members of MU's frequent flyer program, and that they've made arrangements with some (but not all) other skyteam members to pay for their members to access lounges in situations that aren't already covered by the standard skyteam agreement. In other words, this isn't a skyteam policy, it's an agreement between individual airlines (which just happen to be skyteam members)

I am quite sure Delta SkyTeam Elite plus gets the same benefit at least in CGK. I just entered CGK Garuda domestic lounge with Delta Diamond. When I try to enter the lounge, I was explaining I will be connecting to an international flight on a different ticket. But the lounge agent interrupted me and said we have dropped the requirements for international flight, as long as we see Elite plus on boarding pass you get access. Maybe someone can try other lounges on this list to see if anything changes.
