This still does not look like a skyteam-wide policy, it sounds like (from reading the english translation) that this is only for members of MU's frequent flyer program, and that they've made arrangements with some (but not all) other skyteam members to pay for their members to access lounges in situations that aren't already covered by the standard skyteam agreement. In other words, this isn't a skyteam policy, it's an agreement between individual airlines (which just happen to be skyteam members)
