This is exactly what happened. They held back the lower buckets thinking they could sell them hgher, then when they didn't sell as expected, they released more of the lower buckets. This is typical of CO's style of inventory management.
You would not be entitled to a difference in fare if the fare went down with CO. Some carriers do give you the difference in the form of a credit (UA full value, NW less $25), but CO does not.
It was a nice gesture that the agent let you change without paying the fee. ^
