If you turned away the Silver flying BA instead, they would rightly feel mightily peeved.
Why are putative Silver-holding BA pax (who may not even turn up to the lounge) more 'entitled' to be reserved a space than a GGL-holding IB pax who is actually there?
Also worth noting that this is specifically advertised as a lounge for IB pax on the OW lounge finder.
If the alternative lounge is good enough for IB pax - who have a longer (2h) flight ahead of them than the BA pax - why can't the BA lounge be filled to capacity and then any extra pax be directed to the alternative lounge once it's actually full?
It's a nakedly commercial decision, not a statutory, regulatory or airport policy reason. As such I would regard it as a (minor) breach of contract, albeit sufficiently remedied by the provision of another lounge in this case that it'd be pointless trying to pursue it.
