So by fire regulation, I assume this to mean the lounge has a maximum capacity figure and protecting space for BA Club passengers will be the order of the day. Even if not this, the fact it's not limited suggests they could dream up literally any reason they like to refuse entry and they'd still be operating within the T&C's
if the lounge was already full to capacity as defined by H&S or fire regulations then that might be fair enough
But if it is not and BA is choosing to reserve capacity for predicted future BA arrivals, that is an entirely separate commercial decision. If they want to prioritise a silver flying BA Y over a GGL flying IB, then I think the GGL has got their reality check of what their £65k might get them in future...
