Yes, they don't give free water at lunch or dinner at any of the restaurants. They do have free water in giant jugs near the pools.
They give a couple bottles of water in the room. I pushed for more and they gave it to me
Because there is literally no place to buy water within walking distance, they had to give me water or else I would've gone broke buying imported water. But they gave me enough water
But yes this hotel nickel and dimes.
As for upgrades, I was the first guest in a suite. Stayed 4 times for a total of 30 nights. They always upgraded me to the TSu standard suite that I booked. Never above.
So they 100% adhere to program terms. I personally, however, am used to better upgrades at properties I stay at regularly, at least once in a while. I very often get specialty suites.
