They will be available as soon as it does but if you are, for instance, relying on double TPs from a BAH, then almost certainly you won't be elevated to GGL in time to use the pre April 25 Jokers. But theoretically, yes, if you make bookings using the Jokers then you could change them in the future, but the bookings would need to be for the same passengers.
When i qualified for ggl for the first time a few months ago the status was showing on my account two days before I was able to cleanly use the jokers. When I tried to use them on day 1 the response was that my ggl status was visible but some internal process hadn't happened to show i had jokers so a request and explanation to get space released was made but wouldn't be quick or guaranteed. Late the following day when i rang back they were visible and I was able to make and apply a joker whilst on the phone (takes a good while mind)
