Is this an anomaly: I was able to use TB funds on a UA-booked and NH-operated flight.?

UA receipt says:

Method of Payment
Visa ending in XXX
Travel Certificate

Agent manually processed it.

Per Wiki, this seems to go against the rules that TB funds can only be used on UA-operated flight.
