You'd think that giving CC holders a carry-on instead of a checked bag would be cheaper for Frontier. But the 1-hour bag cut-off, and crazy bag check lines at some stations, probably serves as a deterrent to actually using the free checked bag benefit.
There is more operational cost to giving away the free carry on because of the finite space. If they thought they could get away with it, the bag benefits for status would likely be reversed.
