You can't enter an EC261 claim by telephone, the agents are not trained in EC261, and make sure you don't accidentally claim for compensation since that will be refused. So go into
ba.com/complaint
and add a new claim for refund. Ensure "Mennens EC261 downgrade reimbursement" is mentioned in the text box and never use the word compensation. But you can only do this after the flight, but before the flight you can get BA to move to other flights if that's a better outcome.
