My observation is FHR is being treated quite differently by properties and it's worth emailing properties before booking sometime.
As a data point, my stay at Fairmont Empress two weeks ago was $40 per person per day excluding tips. A stay at St. Regis Shenzhen in 2024 was buffet breakfast for everyone (3) in the room.
Per room, but in USD. Post #465 shared the FHR benefits sheet that they received from this property. This was my favourite property out of all the FHR hotels in Vancouver with breakfast being one of the reasons. There was never really a set limit on it as one entree and drink will easily cost over $100. I remember being here for Christmas one year and Botanist did not offer breakfast but a special tasting menu that was ~150 per person (if I remember correctly) which was covered by the FHR benefit.
