what is there exact flight itinerary? if they are arriving in to china from Jakarta and departing from China back to Jakarta, they aren't doing a transit and can't do TWOV. they would need a visa.

TWOV requires that you arrive from one country and depart to a different country, so something like LHR-PVG-CGK would be fine as they are arriving from the UK and departing to Indonesia.
