Your TA friend is likely correct. Though Ryanair is probably not going to announce it until much closer in, they don't want you to have cheap alternatives to what they will offer you. As long as they announce it 14 days out, all they are on the hook for is a refund or rebooking.

But as long as the change is significant, you will be entitled to a refund.
