It depends on what you mean by "consistent", but in general, the answer is no. The NEOs are primarily for TATL and have gaps filled in domestically. If a flight is scheduled on a NEO it will usually stick, but I wouldn't say it is consistent -- for example they used to do the evening JFK-LAS turn on the 3NL but now it is all 32S or 321s (non-Mint). You'll usually see a NEO on JFK-LAX at least once a day but it isn't a permanent thing.

Thanks for the info. I was wondering because the flight I was looking at shows an A320/A321 but the seat map shows the 8-row 1-1 arrangement. Not sure how notorious B6 for equipment swaps, but it wouldn't surprise me if they're frequent.
