if you need to prove you’re a US-based member, via some call routing/validation system, before you even get to speak to an agent what are non-US-based travellers supposed to do then they experience IRROPS whilst in the US? Wait for the UK call center to open?
FB group says..

"I’ve just come off the phone from the US call centre as was booking my return reward flights. Interestingly the lady just told me that they are putting a new phone system in place which will stop UK customers calling outside UK hours to book reward flights. It’s some Amazon based system which will require you to enter your club number so they can tell where you’re calling from. You won’t get through if they recognise the club number as a UK one! She said it’s because the phones are getting jammed up with UK callers and they are under staffed meaning they aren’t able to service their North American customers."
