The bus from Taichung HSR Station to Fengchia may not run very often. The schedule should be posted at the bus stop area, ask someone if you need help reading it. If the wait is too long, take a taxi. Allow enough time to get back to the HSR Station. It's doable, but you don't want any hiccups. If it is raining or a lot of people are getting off work when you leave Fengchia, it can be hard to call a car. That bus runs like every 40 minutes, so you want to know where the stop is and not miss it. As a backup, it should be a 20ish minute walk to the nearest metro station which goes to the HSR station.

When said train, I thought there was an airport train that went between the terminals. Aside from the metro.
ok yes, I've definitely put in buffer time. I plan to stop by the lounges at the airport too. So worst case, I'll have to skip that.
