If PE is right behind door 2L, FAs don't seem to mind PE pax using the lav by door 2L. But if there is a J minicabin, PE pax should not walk through it and should use Y lavs. At least this is my interpretation and observation, but I've never asked any FA about it.
It was without J minicabin and PE was next to toilet but they don’t allow to use business toilet. Minicabin version this is clear but other configuration it is nearest toilet and doesn’t affect on J pax. That is my opinion
