I wonder if the reluctance to allow a passengar to go standby and the fees charged have something to do with the process by which flight manifests are transmitted to the immigration people at the other end.
I've never know quite how/when this works, but aren't manifests routinely transmitted before the flight arrives? Does this happen after the passenger list if finalized and the flight is in the air, or at some point before?
