i can see a logic to saying all transits must have an ETA - after all only two airports in the UK offer airside transits so ideally you avoid the situation where people think they don't need them as they are not aware most airports force you landside on a transit. but yes i can also see HAL would be lobbying hard to remove that requirement.
But, with the possible exception of LGW where previous transit arrangements haven’t been reinstated, do any airports apart from LHR and MAN have any international transit passengers? It’s possible that an occasional passenger is sold an interline KL-DL over EDI (though why when there are direct flights from AMS) but I’m struggling to think of others. I’m not sure if Star Alliance has any unexpected feeds across UK airports.
