I have seen the 20% occurrence reported across some blogs as well ... Probably an obvious suggestion, but try the following: clean your browser privacy data, open an inprivate session, go to IHG, log into your profile, go to the points section and launch the purchase process from there (do not use in any way the link from the email). If you still see only 20% and your email explicitly says 100%, then reach out to IHG.
