Same here - received the email for 100% bonus but only can see 20% off offer. It seems that having an IHG credit card that offers 20% off a points purchase overrides the 100% bonus points offer.

My wife does not have the credit card and can easily access the 100% bonus points offer. I reached out to IHG and they opened a case... will let everyone know if I hear back anything.
