Are you sure none of the travel is in business class? I'm willing to bet the YYJ-YVR flight is operated by a CR9 and you'll get J on that segment, but the 39 miles out of 9,041 total is 0.4% and thus rounds down to 0%.

Is anyone knowingly going to pay 110K extra points just to sit in J on that 20-minute flight? Of course not.

Mark Nasr said they didn't want to decide what to offer people - show it to them and let them decide whether they want to pay the extra points for whatever portion they get in the higher cabin. Which in theory is nice - customer choice is good! - but it does generate ludicrous results at times.
