Yea, this is the way this policy has always been going back 20 years or so. It is far far from automatic or easy, agents are not familiar with it and showing them a printout or web page isn't going to matter.
This is especially true if you're connecting AA>oneworld on separate tickets and the AA flight is delayed. Policy or not, you should expect to receive major pushback when you ask a gate agent to rebook you to Hong Kong when the only ticket they see is a domestic flight to JFK.
