It's entirely BA's prerogative to make the club as appealing or not to whomever they'd like, in the same way it's on customers to pick whichever airline they like, for rational reasons or otherwise. You can argue that the move to revenue based tiers is the real ripping the bandaid off, adjusting the thresholds will be easy enough
