It is fine as long as the duty free bottle of water was purchased at a duty-free shop within 48 hours of passing through a TSA security checkpoint, it is packed in a tamper evident bag and the original receipt is presented to the TSA screener.
TSA > Liquids, Aerosols, and Gels Rule > Inbound International Flights
