It would be bad for BA's connecting passenger business if this were enforced - for a family of 4 it's £40 - and hassle of filling in 4x forms. You'd just connect in FRA or CDG or whatever instead.
And after some lobbying from LHR, the penny has dropped for the brainiacs in the Home Office
