Sorry, but I don't understand what you're asking.
When you fly from Ireland to the US you are treated like a domestic *arrival* on the far side. Depending on the airport and how it's configured you could be mixed in with passengers that are flying on to other US domestic locations.
And?
You could be flying on.
You're limited in the amount of duty free you can buy or even carry physically, so if it's a "loophole" it's not a very big or particularly useful one.
