For many members, the conversion rate was not beneficial at all: you got 4 LTQP per day of Senator so 1.460 LTQP per year. You need 1.000 QP per year for Senator, so members that fly more than 1.460 QP per year are worse off, members that fly 1.000-1.460 QP per year are better off.

Then again: younger members now also have a chance to get LTSEN before their retirement, which was not possible in the old system.

But yes: 20 years of SEN is not enough at this moment. So that makes it much harder to reach than LT platinum at Skyteam for example.
