This isn't too different to my experience. TK said they would refund my expenses then when I submitted the receipt they reneged on their previous promise. (All via the feedback link.)
I ended up claiming on travel insurance which came good for my expenses - but this is hardly the point.
Do search this forum below, there is some discussion on how to complain to the Turkish authorities and good luck!
