I've processed about 10 upgrades in the last 6 months and each one has matched the Guest Seat availability, as well as the correct number of miles shown on the calculator (but with the quirk of sometimes needing a tiny number of miles extra, like 35024 when the table says 35000). Not sure about the source of the difficulties highlighted by the others.
