For point 2 it is more the other way around. If it was a single USA-LHR-LIS booking and the gap between flights at LHR was under 24 hours, the SOP and default is through-checking, and the check-in agent should offer through check-in as a starting point. You can ask for bags to be checked out at LHR only if there is an overnight stay, as here, but that's the exception. There is an unrelated issue at locations where AA handles on behalf of BA; AA doesn't have a single domestic location that allows 24 hours through check, the limits there vary from 6 to 14 hours so won't think to offer through checking. That's just a training issue, at locations with significant international traffic the 24 hour limit will be well known and in any case AA only handles at a few locations and for connecting flights.
