Lufthansa did a recent match for the SAS EuroBonus members and had a requirement of X number of segments flown within a given time frame, bringing good revenue to the Lufthansa Group. Why couldn't FB do the same? A £99 application fee is purely nominal.

Fair point on the latter argument though
But if they don't fly at all, they do not get any of the benefits. And if they fly enough in the next few months to even earn a lowly Gold, that it still good for the airline
