The way I’m reading the statement is that the upgrade is driven by PN inventory and not available seating in the next cabin. So I assume if a sweep is done and PN isn’t open, upgrades happen.
In reality, it’s the way it’s worked for me for a while. If PN isn’t available at ticketing, I’ve been upgraded a day or two before the 24 hours check-in window opens.
