Did the terms of the rental transaction allow cancellation with a refund? If not, US Bank's decision may be correct.
Otherwise, you could file a complaint with the CFPB
https://www.consumerfinance.gov/complaint/ , but to set your expectations, the CFPB does not usually investigate individual complaints, they forward them to the bank and the bank must respond. This has the advantage of bringing the incident to the attention of different people at the bank, but it does not guarantee a different outcome.
