In my experience the actual rule answer is No. When calling in the answer is usually No. At the airport they will allow it usually 80% of the time. I have only ever really tried this with CLT-JFK/LGA. I go to Washington enough, but there is never a reason to want to go to IAD instead of DCA.
The new airport standby rules only allow them to add EP/PP though. So it's no unless you have high AA status.
